Methodology

This page uses only the Valuation Office's official, Open Government Licence statistics — never the bulk rating list, which the Valuation Office licenses for non-domestic-rating purposes only and explicitly says carries no official-status implication if reused elsewhere. There is currently no published official council-by-council breakdown specifically for the pub or hotel categories, so this page does not present invented per-council pub or hotel figures.

What we can show at council level from the official statistics is the all-sector and 'other'-sector change, and Check-and-Challenge volumes, where published. We do not build, and will not publish, a page-per-council or page-per-town structure — that pattern is exactly what Google's spam policies treat as a doorway network, and it is also how the one bulk-list-derived dataset in our own research notes was built, which is precisely why we keep that dataset internal rather than publishing it.

We've asked HMRC's statistics team whether an official pub-and-hotel-by-council dataset can be published or released under FOI. If and when that exists, this page will carry it, downloadable as CSV, with a full methodology note.
