How the reliefs interact

Holiday and caravan parks are excluded from the Wales Food & Drink Hospitality Rates Relief. In England they don’t qualify for the pub and live music venue relief either.

Transitional relief caps how fast a bill can rise even where the RV has gone up. For England properties above £100,000 RV, the rise is capped at 30% in 2026/27, then 25% plus inflation the following year (GOV.UK, 'Transitional relief').

At a mean RV of £1.4m, holiday centres sit well above the £100,000 transitional-relief threshold and above the £500,000 point where the standard large-property multiplier applies rather than the RHL rate — professional valuation advice is worth the cost at this scale.
